I watched this because Inoue Mao was in it, and she didn't disappoint, nor did the rest of the cast, who were all pretty good.
The problem is that I can't watch this without dwelling on the subject matter. I am 200% on the side of all the various "bad guys." The arrogance of tax collectors who have special powers to barge into people's homes and confiscate peoples property at will are not some kind of super hero to me, they are a crime against humanity. There are even portrayals of such things as these tax collectors taking things from their own friends, as if they were gods pronouncing judgement. Where I really can't stand it is in the end when the "heroine", after seeing the many horrors committed by her organization, is even given the chance to side with someone fighting against it, but chooses to remain true to her little organization of bullies. I do feel it is unfair to judge this show on such personal opinions, but there is nothing I hate more in this world than government bureaucrats, and watching a show attempting to not only portray them as OK, but as a sort of hero put me in a very foul mood. Watching this was a real misery.

Fairly predictable. Inoue is the newcomer that trusts everyone, Kitamura is the old timer that trusts nobody. Decent supporting cast led by one of my favorites, Sawa Suzuki.
