Was the torrent(s) in regards to Golden Bowl? If so, jem is VERY strict about how his captures are distributed. If a series is currently being seeded at jem's tracker, he forbids any other trackers from seeding it as well. He constantly scans the trackers for his stuff, and bugs the tracker admins if he finds any. So Ruroshin's basically following jem's wishes. Even if jem's tracker is down/inaccessible, still we can't post torrents of his stuff anywhere else. There are exceptions to his rule, and I'll let someone explain. It's just one of those things... Don't bother arguing about it because it'll just irritate jem even more, and that's something you DON'T want to do.

If you are talking about uploading torrents to Jem's site....you can't. Jem uploads his own stuff and has all posting and editing capabilities for his own site. Besides, Golden Bowl came from Jem and it's still up there You can seed it though. To do that, you would go to Jem's site, download or open the appropriate torrent file, choose the matching complete drama file, and your BT client takes it from there.
As groink said, Jem wants all of his files to stay accessible ONLY FROM HIS SITE/TRACKER. Although his tracker goes down a lot, if you wait a little, you'll get through. There are two advantages to Jem keeping his stuff strictly available through his site:
1) Jem can keep track of what's going on (of course this is an advantage...he took the time to make the files and upload them ). He can see how well and how lousy people are seeding his files for others. Remember when he recently stopped releasing hkdrama on his tracker? Well....he saw that no one was helping each other. People were leeching and running. So he saw that and discontinued their release on his tracker.
2) It's better to go to only one place for a particular person's files. Otherwise, the peer pool (seeders and leechers) is split and may even migrate. Let's do an example:
I want golden_bowl_ep08.avi. Let's say it's available at both Jem's tracker and d-addicts. Jem has 4 seeders and 13 leechers. D-addicts has 7 seeds and 2 leechers. Where would I go? D-addicts, of course, because I could get the file faster! Then when I complete and seed, I'd still be on D-addicts. Then seeders on Jem would cut off when not needed. Then leechers still needing the files would run to where the most seeds are. Then we'd have to hunt down seeds at more than one different place. Kinda sucky, isn't it?
Keeping them in one place gives a better chance for having a seed and everyone would know exactly where the file will be, with no doubt. I don't even know if my explanation was necessary or if it even made any sense
