Hitomi was a guest character played by Mari Yaguchi.
Whereas Kochira Hon-Ikegami-sho is more manga-ish and dynamic than, say, Hagure Keiji Junjoha, I doubt it's there for the long haul, particularly after 4 seasons of regular length each. Hopefully it would lead to bigger and better things for the participants (particularly Nonami, Kaneko and Chinen, Takashima and Maki don't need it as they are already established).

It appears New York is one week ahead of LA. I just saw this episode this past Sunday. Now I know who Hitomi is. Spunky girl. Another cool episode.
IMO....Japan seems to really care about how somebody will come out of prison and re-enter society. Or at least that is the message this drama is trying to promote.

I wouldn't be surprised if many people in Japan feel...once a criminal...always a criminal. Kind of like our mentalities.
However...the drama tries to promote how things should be.
Kind of like the series Salary Man Kintaro. Some salary men can kind of get into a grind and be unmotivated but the Kintaro series challenges workers to rise to the occasion and stand up for what is right.
The police series is probably more for existing officers and used as a motivational tool also. It's also a motivation for society that each individual has a responsibility to accept past criminals and try and get them back in the proper direction. Afterall....Japan has much less real estate space and certainly cannot build more and more jails to house criminals.
I certainly wish this theory could work in the US because obviously the solution isn't always to build more jails...but then again...usually people released from prison commit crimes again. Often times it seems the person gets worse coming out of prison.

Yeah I highly doubt that'll ever be the case over here in america. Many don't learn after they are released over here and just do what they've done before.
